    Is there any command or configuration to tell Apache and php to utilize maximum memory available in the system?

    Apache and php uses the amount of memory required (or allowed usinf memory_limit in PHP).
    Also, the memory_limit is per process and so 4 Request with 1 GB memory usage will bring your system into swapping memory to hard disk

    Why should apapche/PHP use more memory than needed?

      There's a drupal site that utilizes MySQL, Apache and PHP but when several users are connected at once it is found to be slow.

      If some changes are made to those configuration files, they will be able to utilize all available memory so it won't slow the process down.

        Try editing the php.ini file and increase the memory_limit variable according to your requirement and see the results.

          If many users are connected at once, it appears to be slow.

          Usually, the problems related to performance are caused by the I/O subsystem. You can check the data base or the file system to see what is slowing things down. It is probably not a memory-related issue, unless as Daniel points out, the system is swapping.
